Porcelain tiles SOS

Hello, I’ve been getting some work done to my garden which includes laying 20mm porcelain tiles but have been having a bit of a nightmare. It’s now turned out the builder hasn’t used primer before laying the porcelain tiles onto the bed of mortar. So far about 50 tiles (600mm by 600mm tiles) have been put down which is about half of the total tiles. All online info is saying how critical primer is with porcelain slabs. I wanted to ask if anyone knows how likely the tiles are to come loose or crack without the primer and if people thought I should wait and see what happens or rip up the ones that have been put down so far and try and start again. Sending out an SOS!

We had india stone onto mortar and they didn't stick well in places.  I'm going to have to use a wire brush in a drill to abraded the mortar down enough to get another layer under those that need refixing. I'm probably going to try BAL External Priming Slurry Bond.
