ASHP heating goals v consumption

I was just wondering, what is the ideal scenario to have when using a heat pump?

Is it lowest possible temperature being supplied from the HP, which does not warm the rooms up enough to close the actuators to the UFH, or is it to increase the HP output so that the UFH reaches temperature and switches the actuators off?

 

Im running 38 degrees C flow temp from the HP at the moment, room stats are set to 19C, but not reaching full temp, so always on demand for water flow.

The ideal must surely be when the rooms are at the temperature you want them to be?  I would get a telling off if I tried saying "sorry it's a bit cold dear, I am trying to save energy"

 

If you can't get to the target temperature you will need to increase the flow temperature. And we are only on day 1 of winter.
