Hey I'm after some advice (self build)

Hi looking for some advice if anyone can help? Bear with me on this. We are currently planning to build an outbuilding in our back garden. The footprint is going to be 7.2m by 2.4m with a hight of 1.8m at the rear and 2.4m at the front. It is going to be situated approx 600-700mm off the property boundary to the rear and sides.
  
The garden used to have a slight slope running from one of the back corners to the opposite front corner, which I have leveled off in to 2 sections. One been a section we plan to place the outbuilding on (level with the garden to the rear of the property) the other the rest of the garden (level with the house). With me leveling it, the drop off from one level to the other is appropriately 400-450mm.

 More on the building its self. So I plan on sectioning it into 3 sections at 2400mm by 2400mm the one to the right a small workshop/shed. The middle section an open fronted seated area with full width steps opening upto the rest of garden. The section to the right enclosed for the hot tub. All sections enclosed under one roof and cladded all round. 

 A couple of questions..

1) I was planning to deck the base of it throughout. But looking at regulations a decked area needs permission if its over 300mm from the ground. Will this fall under them regulations?

2) Are there any other regulations I should be aware of? Before I start fixing the base.

3) would I get away with using 100 x 47 c16 spaced at 400mm for the deck? With posts at 100x100 for the corners and 75x75 every 1800mm to support the roof?

I'm sure I will have more questions, any questions please ask, thank you in advance.

What if I make the footprint under 15m2? Would that change that requirement? Also would it be classed as one building even though its in 3 sections?

Heights are normally measured from the highest ground immediately adjacent to the building/deck. I found this appeal which covers decking on sloping ground..

What I don't know is if the government  have changed the rules since or if they have gone to the high Court to get it overturned.

Thankyou temp. I feel a little more confident in building it now. I have redrawn the plans to reduce the foot print to 14.98m2 as its within 1m of the boundary, as it states any building with a footprint of 15-30m2 are subject to the fire regs. My neighbour to the side has something similar in their back garden, I will be having a chat with then today to see what or if permissions where needed.
