Block Paving Quote -VAT?

Hi All,

 

I am quoting at the moment for block paving to my front area. As I understand, VAT Notice 708: buildings and construction allows for new work to be zero rated. If contractor is supplying materials such as paving blocks, would the zero-rating apply only to works or materials as well?

 

Or should I propose buying materials (and get VAT back afterwards) or would contractor be able to get materials zero rated?

If it's a new build the contractor should zero rate his work and claim the VAT back on materials, this is what my builder is doing.

VAT is only zero rated on new builds and conversions. Even then hard landscaping is only zero rated if it's detailed on the planning permission.

Just waking this topic up.

 

I would really appreciate any approx sq m prices for doing a driveway in tegulas. I wanted a resin bound drive but think that will be beyond my pocket at circa £ 70sqm so looking for some cheaper options.......suggestions other than tegulas welcome too. I am in the Midlands.
