Window adjustment

Would anyone know if and how I would adjust these windows for a tighter close against the seal. At present the noise is the same with/without the window shut and I can see they aren’t sealing properly. Any help much appreciated. At a freinds house for 24 hours so hoping to try And hell while I am here.

Underneath or at the side,  depends where the handle is, of the window there will be an adjustment screw.  It's on a concentric circle so as you turn it you can see if moving in and then out.  Can't remember the size Allen key you need think it's a 4mm.
