Freeing a stuck velux

I've just tried to open a centre pivoted velux in our loft space and it's stuck solid. The bottom seemed happy to move a bit but although the airvent/opener handle moves the window doesn't. I can only assume the catch or hinges are sufficiently corroded to have jambed the whole thing shut.

The windows itself is probably 30yrs old and hasn't been opened for at least five years. It is virtually impossible to access from the outside (at least I'm not going to attempt it)

Any ideas how I can get this to open again ?

Good - that's pretty much what I've done assuming I can get the WD40 anywhere near the seals from the inside.

Yep - Fully strawed and sprayed into the gaps - but its not obvious it's actually getting to the seals.
