Inner leaf blockwork higher than outer leaf - cavity closure

Hi all, seeking advice on the below picture. we recently had a wall rebuilt and this is a section where a window will be installed. The wall is a cavity wall, blocks used in the inner leaf and bricks in the outer leaf with insulation in between. The block wall in the inner leaf was left slightly higher than the brick wall in the outer leaf. Is this correct?

 

I wonder how the cavity closure can be fitted with blocks not level, the insulation can be trimmed to fit if necessary.

 

I asked the builder and he suggested that when the window-cill is installed the window will be in level with the inner block so not an issue. Is this correct? I thought the cavity closure should be installed between the 2 cavity walls. 

 

Would appreciate some thoughts, do I need to worry?

With a typical uPVC sill, the fall is in the sill itself, ergo you don’t need this offset to manage weather / rain, and the sills usually don’t have that much wiggle room. 
 

My concern would be, once the sill is installed back against the internal leaf (I assume this is what Bob intends to do?) then you’ll have less frame on show after dressing in the internal reveals.

 

What you need to avoid is getting to, or past the removable glazing beads, and obvs it not looking shit too with nice perimeters top & sides and then nothing at the bottom.

 

Ask more questions with your builder and get the answers directly. Post what he says here if it doesn’t make sense to you.
