Is this normal on Velux?

Our Velux is partially installed - is this amount of movement on the trim around the window (not flashing) normal? Is there any way to tighten it up?

No not normally that much movement.  I suspect they have not been fitted properly.  Take them off and re fit.

Definitely not normal. I have only ever fitted one, and cannot remember how the top trim went on, but it was solid when we'd done it. I hate 'instruction pics' with no words. My brain just does not work that way!
