3 garden circuits on RA2 Select/Lutron

I’m not sue if anyone is kindly able  to offer some guidance. 

We wondered  whether another electrician can come in and connect three circuits (on RA2 select/Lutron) for garden lighting during the first fix, or does it have to be installed by the same electrician signing off all work?

 

The three circuits will be connected to three inline RA2/Lutron switches for future use in a plant room. 
is this straightforward to do?

 

Our electrician has become difficult to work with and won’t deviate from plans due to timelines. I imagine he is also very busy.
