Underfloor Heating on 'Steps'

We have a small arrangement of 3 steps leading from our Entrance Hall into the Kitchen/Dining Room. They are separate from the main Staircase.

These steps are likely to be built from concrete blocks and infilled with Celotex. I plan to decouple the blocks from the floor with Marmox blocks, just as I have the rest of the internal walls.

 

By then, I can't imagine the steps themselves will need much insulating, but should their build-up be the same as the rest of the floor? It feels weird perching 200mm of Celotex and 75mm of screed on top of each step! If not, how to finish the treads? I feel as though they should have UFH pipes through them too.

 

Ultimately, the downstairs is to be Microcement, in one continuous layer throughout the Ground Floor.

Do steps internal comply with accessibility rules? No idea of the answer but how would a wheelchair user get about.  

 

But answering your question I think people will need a sketch of what you propose.

 

Can you not decouple from the ground and have within the thermal envelope?
