Improving dormer insulation - moving roof timbers?

I'm wanting to better insulate our dormer semi. The loft is my main concern. I'd love to have easier room before starting and afterwards. My main query is, can I somehow move the cross members in my photo higher. Moving around up there as they are means stepping over them and I'd like them out of the way.

Any changing of roof timbers I'd ask that question to an SE and let them calculate the load.
