Do you know if HMRC wil accept a " partial completion"  letter for the purpose of claiming the VAT back on a build?

I realise I cannot claim any VAT from that date. Had BC round today, I need to do the pedestrian access but have run out of funds. 

He would do me a letter but he didn't think HMRC would accept partial completion now, whereas they used to do in the past.

In Scotland, you can get a "certificate of temporary habitation" in a situation like yours and hmrc will accept that for a VAT claim.

Just spoken to vat helpline...said he wasn't sure if it would be allowed....depends on who is looking at the claim, although i wasnt claiming fraudelently, if it was rejected my invoices would be destroyed and advised me to keep copies... waste of time calling them to be honest.
