Can I treat rusted nails in skirting boards, as I do not wish to remove the boards?

Some of the nails in the skirting board of my house have started to rusted.  Can I do anything to treat them as I do not wish to remove the board to take them out.

Are the skirtings painted, natural or something different? More info required

Where's the moisture coming from to cause the rust?  Damp walls?  Condensation?

The skirting boards were painted in gloss about twenty years ago. They need a refresh. I can’t see any moisture coming in as one has gone I the lounge and another in the hall. It’s 1950s house
