How do I go about switching from private inspector to the council? Is it a easy process??

Try asking the LA's Building Control.

If you’re no longer proceeding with the works, why do you need to? Just ask to cancel/close the application.

I've decided I'm going to crack ahead, take my time and find the correct people where I can and continue.

The private building inspector was used by other builder and is no good so I want to go with council and get things right.

Good luck as it sounds like you’re going to need it. Just don’t keep changing your mind once the works do eventually re-start as you’ll be back to square one again.
