Local authority lane

If I were to dig a basement room in the corner of my garden near to a ( non traffic )but tarmac lane  do I need to inform the local authorities?

I'd assume it would need planning permission, and highways / LA will be informed through that process. You'll likely need an SE to advise on the methodology.

The Highways, County Council will have a definitive map. 

 

You're fortunate that Devon's is on line.  We [Leic's] still have to send a cheque for £40 to get an extract, which we did to ensure our visibility splays only included Highway's land.

From this you can see roads and even which bits of verge they own. Obviously with the usual rider in the T&C's to consult the master map.
