flow rate in each room & fans

Hi everyone! Right now I struggle to understand how the flow rate in each room is controlled. For example, let's suppose that the supply flow rate is 200m3/h, and the supply ducts goes to different rooms, like living room, bedroom, etc. How do I make sure that the air flow rate at each room terminal is the desired flow rate? Imagine that I want to supply 30m3/h of fresh air to my room while 40 m3/h to the room next to me, how is that difference in flow rate controlled? I'm using MVHR radial arrangement.

Thank you! Yes, I have looked, but personally I find them rather unclear.

This really  a job for somebody who understands the importance of balancing flow rates and the relevant BuildingRegs. The valves in each room can be adjusted, therefby affecting flow to other valves, until each meets the required flow rates
