Porcelain paver upstands & celcon blocks

New build in progress.

Patio has porcelain pavers on pedestals.

For edging (about 200mm above surrounding ground level), porcelain paver upstands intended.

Qu: Can porcelain paver upstands be fixed to Celcon blocks? 
If yes, what adhesive?

I think you will need to render the blocks first or at least get a slurry coat on them.
