Begs a few questions:

- What is the u-value of popcorn?

- Is popcorn vapour-permeable?

- Would it come pre-popped or be popped-on-site?

- Sweet or salty?

Google tells me that rats do eat popcorn, but not if it's very buttery or salty.  So looks like the sweet stuff out of the picture!

 

Also looks like the plan is pre-popped styrofoam-like boards from the photo.

I seem to remember that popcorn was trialled as a packaging material a couple of decades ago.

Then there was a problem as it was considered a food stuff, and needed special import/export licences and the appropriate taxes paid.
