Currently my whole garden is raised 20cm from the original base and has been for over 20 years. I come out of the house, step down, then step up to the turf (see drawing). I've been in the house for 15 years and its always been that level so i'm hoping that any potential planning officers (if they ever turn up) will agree with you!
