Which Measurement to Take Help

Hi All,

 

Finally getting ready to go vertical with a garden room but could really do with some help on my height measurements.  Currently my whole garden is raised 20cm from the original base and has been for over 20 years.  I come out of the house, step down, then step up to the turf (see drawing).  My issue is, where do i take my 2.5m eaves height from?  The current garden or old ground level?

If it was raised 20 years ago, i would be taking the level from the ground as it is now.

Thanks @Big Jimbo.  I've been in the house for 15 years and its always been that level so i'm hoping that any potential planning officers (if they ever turn up) will agree with you!

The ground was prob lower back in Roman Times .
