Building regs on new build services

Hello guys ,

Just wondering if anyone knows if I can bring an electric duct and water duct into a new build property in the same place as where one of the soil pipes comes out, but under the soil pipe with aggregate inbetween? Or will this not comply with building regulations? The water and electric is already on site so will be brought into the property by myself so no need for a connection by my water or energy supplier

I thought the electricity supply (including the Main Fuse and meter) were always the property of the DNO?
