Drive/access onto unadopted road

Hi

Can anyone tell me whether highways insist on a 3m access (x 2.4 m deep x 8 metre drive layout with splays ) if the access to a potential plot is onto a no through unadopted road (privately owned). The unadopted road currently serves 7 new properties and the correct splays are at the top of the private road onto the main highway.

All i know is they sometimes allow x to be 2m instead of 2.4m in quiet areas. And y to be shorter depending on traffic speeds. See pages 91 92 and table 7.1..
