It can make quite a bang if you get the wrong 2 contactors energised at the same time!!!! Agree I would just wire it in delta to a VSD. If you don't want to spend much there are some really cheap ones on ebay if you want to take a punt on something arriving from china or HK. Something like this maybe? https://m.banggood.com/2_2KW-220V-9_5A-1HP-To-3-Phase-Variable-Frequency-Inverter-Motor-Drive-VSD-VFD-p-1392464.html?rmmds=search
Onoff
So basically everyone's guessing what it is and what motor it is. For my money it's a 2 speed double star wound motor and that switch is simply off or one of two speeds. Thinking I could stick an ohm meter on the motor and figure how its wired from interrogating the windings resistance.

If it's a standard motor it will have three separate windings, with the start and end of each brought out as six wires.

He's put the motor back in and bolted it all up so I'll have to convince him to take it all out again!

My mate does machinery clearance and refurbs and they won’t buy anything older than 7-8 years now as it just doesn’t pay. They skip some stuff that they get that is 10-12 years old when it comes as part of a factory clearance as they time and cost spent working on them far outweighs any profit. This will get used almost certainly.
Onoff
The mill is a STEINEL but as to what model? Little STEINEL plate on the front but the actual ID plate as aforementioned is long gone. SV4 maybe? Runs OK it seems on a phase converter. Starts slow (without hitting the BOOST button) and changes between slow and fast speeds seemingly OK.
