You would think so, but the bit of pipe i need to move doesn't seem to be the problem area, that plus they are so dead against anything being built I really cannot see a time they won't make things difficult if possible. -

Private pipe, wayleave in place, map of wayleave very very sketching and not good enough to know exactly where. Pipes are still the responsibility of the owners and is old , 2-3 problems a year apparently further up the line due to bad ground and old black brittle pipe. I would most certainly lay the new pipe cut and connect but they will see the work and even without an interruption i'm quite sure they will whinge. If there is no official way of doing it I can only see myself trenching and laying new pipe all ready for when my guys "accidentally " dig through the pipe, I can fix the "mistake" at my cost and being ever so helpful do it quickly ? -
I'll stick with law unto themselves. I have no axe to grind I have planning that fullfills 90% of what I wanted so i'm happy. If I get the changes I want so be it, if not thats ok I'll build what I have and still be very happy. However working with the planners has not been easiest. Info has only been offered when requested or re-requested and any advice seems to come in bit parts and grudgingly given. I can and have found out more information off the internet or here than was ever offered from planners. They as a public servant do have a duty to assist the applicant, if however they are short of staff or short of time then does this give them the right to hinder the developer either in taking a long time or not assisting as much as they possibly could with advice or recommendations, as this is then only at the developers expense. To now make a charge to even call the planners is a complete joke in my view, my taxes contribute to them existing and yet I cannot use their services without paying again. I really don't see the squaring of an impossible circle issue, they are reasonably well paid to do a professional job. Personally speaking if they had at least communicated quickly and openly and in a friendly manner they may not have reminded me of trying to deal with a sullen school boy dragging his heels over any issue and only verbally engaging with monosyllables as a last resort or with a clip round the ear.

Yeah thanks mate, i was hoping that the neighbour would ease up once the planning was given , but doesn't appear so, the new house location would be another 20 odd meters further away so yes better I guess for them , also at an angle which is is now but adding distance making the angle even better. Saying that one of their whinges was that we are close to them....Hmmm separated by a track/road and closest part of the house was 25 metres I think when I measured it. I didn't think the planners would be too concerned on the original plans but I did have to move the garage location , from east to west and put in a new access and a 90 metre private drive parallel to the roadway and that was most definitely to placate the neighbour who didn't want a driveway opposite theirs, bear in mind this is rural as hell and my driveway was an existing 12ft field gate into the site, which is now the part of the acreage hat has to remain agricultural grr.

I have full planning given, very different now to the class q, curtilage is 90% of the site 3/4 acre. The whole reason to get the planning was the q class was so crap and restrictive. We will have a neighbour that will measure everything !!! when not there and whinge whine and generally be assholes when there. Nimby doesn't describe these people accurately enough.

It would be within the red line as I have the red line around the whole site bar one area to remain "agricultural"

I have a pipe running through the site that feeds the "awkward" neighbour, not directly under the future slab but near enough that the ground work guys said "yeah we will dig through that" as I'm levelling the plot somewhat, I have the space on the site to situate a new pipe going around the boundary , approx 50m of pipe and trench that would remove any future issues with the pipe location , do I just serve notice on them that I am moving their pipe location and cost is down to me or do I have to do anything else. I would trench and lay new pipe before cutting anything so they would not be inconvenienced for any length of time, plus put in a tap on my boundary for future access.

I wish mate. When I first started this project the head planner was (known) throughout the area and the comments about them were lets say ...."interesting" They have now gone , the new one is i've been informed "difficult" I look forward to dealing with planners as much as I look forward to having a rectum probe, I know at some point in life it'll happen I just wish i was a more pleasant experience.

I think ours was/is 1 day a week if they are in/available/ certain time /given to an assistant to answer(who knows bugger all) if the council phones are working (yes had that one for 3 days). Love planners.

Yep all happy with doing a new app, I just think they will respond in 8 weeks or in planning speak (when we want to) and say nope.

Yup it would be a full new application. They would def notice as it would be about 20 metres away Ohh and just remembered , they have changed the rules now so can't talk to planners without paying them, pay for 30mins they will talk for 20 and allow 10 for writing up the info. Very helpful.

Lmao , to your edit, ohhh yes this area planners are a law to themselves and not helpful. Funny as their job spec is to assist (us-the applicants) with planning not be a hindrance or awkward for the sake of it. As a civil servant myself if I operated like they do I would jobless in hours, not days, weeks or years. I think I will be hard pushed like you say , I specifically kept the form /shape the same to offer the path of least resistance and I do have planning that I can work with so don't have to bend over and take what they are offering but with a free planning go I'll let it run and appeal if necessary and see what reasons they come up with. Be interesting if anyone has done similar.

Guys can anyone confirm something or have any experience of it. I have full planning granted on a site, the original was a q class conversion on the barn. We have set the house back from the track it adjoins by 2 metres but it still is on the barn footprint by 90%. I have been told by a friend that does developments that I should be able to apply to move the house anywhere within the site as the land has changed from agricultural to habitation status. If I could move the house position it would make the build way easier as the site is sloping and at the moment drainage will probably work without pumps but need to take out maybe 1200 tons of spoil. Also the view would be that bit better and it would move the house away from the 1 neighbour that has whinged throughout the q plans (I wasn't involved at that stage) and throughout the full planning stages. Any ideas or similar been done? cheers Nick

thanks Ali for the info, I had seen the recommendation re the above and between being the same but was hoping that 50mm would be ok. If I use the permo sec membrane would I have to worry about the condensation though?, with the extra 25mm below I take your point re the cost and bugger all difference in u-value. Overall I was also trying to keep the roof thickness down, I will have one neighbour who will be measuring with a laser to make sure I don't go over anything that combined with trying to get a usable loft attic space just meant keeping the thickness down. At the moment I have planning for slate roof, we are putting in for metal roof now the mortgage company has agreed but it almost seems more trouble than it's worth.

Looks like I'll amend it slightly to from roof down steel roof permo sec metal membrane 18mm osb 50mm pir on rafters 150mm full fill on rafters tyvek airguard vcl 50mm battons 25mm celotex GA4000 12.5MM Plasterboard should suffice I hope.

Guys any advice welcome , simple roof with rafters, can I full fill between rafters if I using a vcl and also as belt and braces and extra insulation celotex foil backed pir.? I figured it'll be from in out Plasterboard Celotex 25mm or 50mm VCL 150 MM PIR rafter infill 18mm t&g osb 3 Membrane Standing seam metal roofing So questions are Is a full rafter infill ok Is there a better way, as I really don't know about these things What membrane for the osb , so many options and variations. Had looked at the Klober but which one is best, Permo air, Permo sec, or another make like Cromar vent 3. Any suggestion or advice very welcome

Hopefully this is the case, the lenders advised they put the condition in because the surveyor had recommended it. Having looked into it more it appears ICF wont't be bopas approved as it has too many variables ie who pours the concrete and so on, plus inspection can be in minute detail including factory visits and also the polystyrene (or similar) as known properties along with various other details too many to mention but does mean they wont Bopas icf. Phone hasn't resolved this yet but hopefully will given a bit more info passed between people. Thought a phone call to surveyor to ask for him to list his experience with icf in writing might be a good idea ?

Nothing strange thats for sure ...Isotex blocks. This was recomended by the chartered surveyor who came out for the valuation on behalf of the mortgage company. The same surveyor that turned up at the site with no plans (yes he did get sent them), knew nothing of the build , knew nothing of the land, purchase or any other details the mortgage company had supplied him. Asked if he could take pictures on his phone of the plans we had brought along, asked bugger all questions other than is the kitchen and bathrooms going to be " high end". Also seemed to think that icf (isotex) is fairly new build type, seemed aggrieved when I suggested new to himself but been around since the 1940s. Great job he did I reckon, shame that we have paid his bill via the charge by the mortgaeg company as if I had hired him I would have told him to FRO.

Yep ours apparently turned the CIL down on what was offered and are probably putting the CIL in this year on a higher rate or something according to the head planner last year. Of course the other surrounding areas are already CIL , I just happen to be in one that has not adopted it yet so they were happy when the funds rolled in knowing that from this year onwards I would be exempt.

I realise the planners arn't interested in the mortgage stuff, I am annoyed at the architect as he tried to change the roof type under fulfilling the planning conditions, it's only now with the planning response that he has come back and said "this isn't possible as the planers have said we need the NMA. He didn't advise us of this and now several weeks down the line I get this email. Also annoying to pay the 106 AGAIN as thats a few grand out the bank for awhile. The mortgage side of things I mentioned as they haven't agreed everything yet and of course they are only agreeing to whats given in the planning, whereas we did all the prep work for the self build, costings and the like on a standing seam roof as the the architect had said that should be fine. Now I will re cost for a slate roof and hopefully the mortgage will be fine with the submission and then put in for a change of roof material afterwards. The main trouble is I have an option on the land, this was subject to planning being given and mortgage being given and each delay gets closer to where my option runs out and the land can then be retained by the farmer or sold to someone else with a possible extra 50k because we have spent the last 9 months getting the planning by converting a q class to full planning.

So we had the full planning given with something like 9 conditions of which no real issues are expected. Originally we had put in for a slate/tile roof as the mortgage company had said thats all they would be ok with, subsequent to the planning going in the mortgage company then agreed a standing seam metal roof. Planning given with the original slate/tile and architect said we could put in a variation, just had this back from architect/planners " Regarding the details that have been submitted to discharge conditions 3, 4 and 5 of the above application, please see my comments below: 3. Prior to their use on site, details/samples of the materials proposed to be used on the external surfaces of the buildings, shall be submitted to and approved in writing by the Local Planning Authority. The approved materials shall be so used and retained thereafter. Please note that this requires details of the materials for all the buildings. I note the proposed change in roof material from natural slate to the standing seam metal (Anthracite colour), whilst I do not object in principal to the use of the metal roofing this change to the approved plans cannot be made via a discharge of condition application and having discussed with Adrian we would suggest that you need to submit an application to vary the approved plans, this could be done either as a section 73 application or as a revised scheme however in either case the new applications would require a new unilateral undertaking and contribution to public open space in accordance with policy AL/DE/3. We are not able to refund the contribution in respect of either application until there is conclusive evidence which consent has been implemented. " Is this really all I can do? Also they came back with this on another condition " Prior to its installation on site, details of the proposed heat pump shall be submitted to, and approved in writing by, the Local Planning Authority. The details shall include manufacturers specification, including noise levels generated by the pump. I note the technical details that have been submitted in relation to the Samsung EHS Monobloc GEN5, please confirm which model is proposed" I did send them a sample of the roof (colourcoat urban) and also the samsung latest heatpump brochure and seems that is not good enough. Just more delays in getting started it seems. Thanks for any advice
