Inward or outward opening doors

For a fourth floor balcony on a townhouse, where there is only fire exiting either down the main stairs or over to an adjacent balcony, should the door onto the balcony open inwards or outwards according to regulations or is there no assigned rule.

Most are inwards due to lack of space
