Party wall insulation still in plastic bags?

We’re looking to built a small extension at the front of our house that was built in 2020, after a bit of digging to why the house is always cold even when the heating is on, we found this between the front party wall. The fire rated insulation has been left in pink plastic bags, is this normal? Thanks.

Yes perfectly normal. That is a fire sock. The rest of the wall will be different.
