Insulating a single skin garage wall

Our garage has a small room attached which is home to a sink and washing machine, like a little laundry room. However, one wall is the external single skin wall and the cold pipe pipes did freeze during the winter. What is the best method to insulate the outside wall - I am looking at internally insulating, but there’s conflicting information about vapour barriers or not.
