Air source problems

Hi my air source heat pump is switching off with a flow error , but only when it needs to get the hot water tank to temp. If its calling for heat for the ufh it works fine? Any ideas 💡

3 way valve, or if you have 2x 2 ways, the one for the cylinder has stopped working?
