Steel Beam 8mm bottom plate alignment with soffit allowing for (packing/insulation- how to fix?)

Steel Beam bottom plate alignment.

Fabricators draftsman has allowed 25mm above adjoining soffit for packing/insulation.

My question is how is insulation or packing fixed to steel plate???? to level up with existing soffit.

Any comments welcome, Thanks
