concrete power floated floor

hi 

 

I need some advice we had a concrete floor laid and power floated, its not level we have over 35mm out from one side of the floor to the other 

Have been in talks with credit card company that had paid on, but now say no breach of contract but surely the floor should be level 

 

contract has told use nothing he can do with the levels
