Bubbly paint

Tenant wiped this as due to mould ( assume caused by condensation as no leak found ) ; taking paint off the wall .External wall below windows.

I knocked off any loose paint and then weak pva painted over it .

Trying to paint it now and the old paint just peels or bubbles .

What should I use to presumably seal the wall and allow me to paint it ?

If the old paint isn't sticking well to the wall you will probably end up taking a lot of it off no matter what you try to seal it with.

 

Think I would try a primer like Zinsser Gardz rather than PVA.

 

Anyone got a better idea?

Nothing to do with paint or method. More to do with mould. It is like trying paint can of can of Coke taken from the fidge-impposible
