New Build Garden Boundary

Hey!! 
 

we recently moved into a new build property. Our garden backs onto a car park for some flats. My question is, should that wall be fencing or brick wall? 
 

if there are any links/guidance I can use to support my case!

likely to be fencing, on new developments typically it is only walls between private amenity spaces and public access roads / spaces for security.

 

I wouldn't think that the flats car park wouldn't fall under public access, so no wall.

 

Edit: Just looked at a large development i am working on and its fences between flats car park and house private amenity spaces.
