I am looking into replacing the roughcast on an extension (constructed in the 1970s) with Red Cedar cladding?

I have seen videos online with timber construction buildings that have a building wrap layer applied before the cladding.

Is this un-necessary for a breeze block construction (my gut says yes)

However I wanted to check

I often see it with the breather paper.  I am not sure why though.  Also it may make fixing the battens difficult if it tangles up on the drill, although with light blocks you could nail the battens.
