Class F2 allowed useages

I'm considering purchasing a residential house for a charity to use in England.

Partly it would be for food bank & baby clothing bank storage and financial advice but there is a potential that they might wish to start a community cafe, with a particular aim towards teenage homework clubs, people on benefits, and job creation.

My question regards the new Class F community class:
 

  • F2(b) Halls or meeting places for the principal use of the local community

Would this allow us to hire out rooms for a charity to operate a cafe at points?

We've previously operated a pop up cafe in a community centre, which was also presumably classed as a "Community" subtype; so does the new Class F allow this? We don't necessarily intend to use the space for a cafe, it would be for some office use, a food bank, and debt advice counselling, but it would be useful to know for future.

Regulations published in July 2020 include provisions that will give greater flexibility to property owners and occupiers to change the use of a property without the need to obtain planning permission. The Regulations will take effect from 1 September 2020.

Class F2: Local community

Class F2 will apply to the following uses:
a A shop mostly selling essential goods, including food, to visiting members of the public in circumstances where the shop’s premises cover an area not more than 280 metres square, and there is no other such facility within a 1,000-metre radius of the shop's location.
A hall or meeting place for the principal use of the local community.
c An area or place for outdoor sport or recreation, not involving motorised vehicles or firearms.
