I suspect just counting 1Wh pulses would be too coarse for that to work. Yes it would be, as the meter anti-creep threshold is usually about 1 Wh, so if you want to bounce energy back and forth when running water heating from excess PV generation then you need to meter to a fair bit finer resolution than 1 Wh.
