    The top of the meter just spins, to change the orientation of the reading. Link provided by benben5555: https://www.stuartplumbing.co.uk/todays-tools-yellow-water-meter-stop-tap-key/ Colour now blue.

    Same issue here. How on earth do you shut off the water? There is a collar with 'ON' visible. What kind of key is required??
