Step height

My first step on my patio has come out lower than others.  It seems comfortable to climb.  It is possibly my fault as I asked them to come up to patio door height so I step out easily.  Which is great as it has always been a heck of a step down or up on way in.  Tripped many times.   I now wonder if I have messed up?  The other steps are spot on.  Will post photo of railings once done.
