Can EV charger be connected to external switch

I have a 32 amp switch unit (see photo) mounted externally by my electrician when house was built. It has a 32amp fuse at the Fusebox.

i’m looking to have an EV installed. Can the EV be wired to the switch. The cable to the switch doesn’t have much slack and the EV can’t go where the switch is mounted.

If I can find an EV to fit in the place of the switch would I be able to connect the EV or does it have to be an electrician.
