Can someone check this wiring arrangment

We have thermal store system ( just move in an previous owner said the heating was a bit odd at times but blames the wireless control system ( Honeywell evohome)

The system is oil fired boiler and wood stove. There are two stats one on he tank and one on the return pipe to the wood burner

I think the wiring on the thermostats are wrong.

The cylinder one looks like this see pic 1

shouldnt this be com and 1 and set to 65c ( high because it’s a thermal store)

and the return pipe one see pic 2

shouldn’t this be com and 2 and set to 50c  ish so it comes on when the fire is lit to boost the heating of the thermal store

 

 
Anybody able to shed light on this
