Pre app

Hi

 

i was advised to submit a pre app prior to an outline application. Thinking worse case scenario if I receive a negative response from the council can I still proceed with an application and any possible appeal? 
 

I have built a property on the same site two years ago, which the decision was granted at appeal, I am hoping this has set a precedent or established a right to develop in that area?
