responsibility of the next door neighbour

I live in a semi detached dormer cottage and my next door neighbour is applying for planning permission to take the roof off his property and build up approx 1 metre to give himself more headroom. My chimney is built into the gable end and will then be not high enough. Is the architect and builder duty bound to extend my chimney to the required height for it to work as it should ?
