Advice sought - leaching balcony roof

Hi there. Looking for solutions/suggestions for balcony roof where the concrete is leaching and slab is not meeting screed (see picture) Obvious method of repair including materials as well as alternative options which we may not have thought of please.

They look like rust marks - possibly there are steel fixings behind that fascia that are getting wet and it’s running down the face.
