I live in a conservation area, my back garden is next to a garden of a listed building. The boundary has a small metal fence of about 75cm high. In my side of the garden I have a thin hedge. I’d like to put up a fence next to the hedge (so looking at it from an aerial view it would be fence, hedge, boundary) as I have animals that can push their way through the hedge into my neighbours garden. My neighbours are saying I need planning permission. I’ve spent the past month trying to get a clear answer from the planning department of my local council but I’m just not getting an answer if I need planning permission or not. The latest reply is
“if the fence would form a boundary surrounding the listed building then it will require planning permission”
I think it isn’t forming a boundary as the boundary is there so I’m allowed to put up the fence, am I right or wrong?
