This is what has been designed, but want to know if I can do away with the brick/block plinth

Afternoon all, I now have plans approved and engineering details, but trying to figure out how to use external renderboard and ventilate the block and beam floor below. Architect has proposed a low level block plinth to facilitate the periscope vents, and then render boards above, but this will create a step in the wall. any thoughts?? Thanks
