Summerhouse- 4cm over height of 'permitted development

I have a neighbour who likes to be awkward. From what I am reading, the council would not be interested in a 4cm 'trivial breach' ? -
HI I built a summerhouse a few weeks ago. It is within 2m of Boundary. The height is 4cm over the permitted 2.5m so it is 2.54m. Will the council take any action over 4cm? Many Thanks
