Larder air supply

So we've a larder/pantry off the utility. It's pretty much an unheated space as I see it so no UFH pipes in the screed and quite possibly a VCL and a bit of PIR under the PB all around. I'd like to engineer in a fresh air supply to it. Now obviously the utility has an MVHR extract in it so convincing the air to flow isn't a problem.

I've also no issue with making the supply sealable for AT test/ or if found unnecessary.

 

As this is a TF and has a (well) ventilated cavity between frame and blockwork, are there any rules that would stop one from taking the supply air from the cavity instead of breaking through the outer skin? Fire regs maybe?

 

Thinking of a small (2 or 3 inch) duct  through the floor insulation rather than a full-on periscope and 4" soil kinda setup...
