To prevent damp etc. Showers sit against walls in some wet rooms. Mains electrics not allowed in that zone. Only lower parts of wall (eg under windows) available for these fans. You really want to extract at a high level where the steam is, not as it's condensing and coming down. Trying to improvise in rooms where this is not possible (ceiling not high enough to be outside the mains electricity-free Zone zero of the shower). If you have trickle ventilation it will just suck the air from the trickle vent instead of the room, it also needs to be away from the doorway. There's usually a way to find a solution.
