Planning Permission

Hi all,

 

My question:

 

I bought a piece of land at auction in 2012, the land had a cottage situated on it up to 1988 and the cottage was pulled down in 1989.

 

The land is currently zoned as greenbelt land, however, it is described as Cottage and Garden in an 1851 Tithe map.

 

Does anyone know if the fact that a cottage was previously situated on the land means that the local authority should approve an application for a new building on the land?
